COPIE FRANCE WELCOMES THE DECISION TAKEN BY THE PRIVATE COPYING COMMISSION ON TUESDAY, JUNE 1, REGARDING RECONDITIONED DEVICES (SMARTPHONES AND TABLETS).
This independent administrative commission represents the consumers who benefit from the right to copy, the manufacturers, importers and distributors of the devices allowing the copying and the creators of the copied cultural goods. It is chaired by a representative of the State, Jean Musitelli.
The principle of a specific rate scale adapted to reconditioned devices was unanimously agreed.
Based on a usage study conducted by the GFK Institute on refurbished devices, the Commission adopted by 15 votes in favour, 7 abstentions, and no votes against a 40% discount on multimedia phones and 35% discount on multimedia tablets compared to the rates applicable to new devices.
Copie France welcomes this balanced and appropriate solution.
From now on, the new private copying levy scale represents an average of 2% of the selling price of a refurbished smartphone.
These rates for refurbished devices guarantee the development of the refurbishing industry without, contrary to the exemption sought by some, sacrificing the interests of creators and harming the many cultural activities financed by private copying levy.
Copie France reminds us that the exception for private copying is a freedom for everyone: it gives us the right to copy for our own use TV series, documentaries, art photos or even music on our various devices. In return, the revenue comes from it supports more than 200,000 artists, creators, publishers and producers each year and contributes to the financing of nearly 12,000 cultural projects in all territories (creations, festivals, theatres, exhibitions, book fairs, artistic and cultural education projects, training, etc.). Since the beginning of the health crisis, which has hit the cultural sector hard, private copying levy have helped more than 10,000 artists and creators in distress, by contributing to all the emergency funds set up by the collective management organisations.
